Kem Thompson Frost

Kem Frost was appointed to the Fourteenth Court of Appeals in 1999 by then-Governor George W. Bush and elevated to Chief Justice in 2013 by Governor Rick Perry. She is the longest-serving justice on the Houston-based courts of appeals.
Russell Lloyd

Russell Lloyd has over 35 years of legal experience. He has been a civil district judge for 10 years, a prosecutor, and a trial and appellate advocate on both sides of the docket. He is also a Vietnam veteran and served 20 years in the military as a JAG Officer and Paratrooper.

Justice Ken Wise was appointed to the 14th Court of Appeals by Governor Rick Perry in October 2013. Prior to his appointment, Justice Wise served as the Judge of the 334th Judicial District Court in Harris County and Judge of the 152nd Judicial District Court in Harris County.
